FEMA has an updated flood WMS that doesn't seem to be working.
The URLs they say to use are:

In the Create a new WMS connection box I put the URL in, click ok and click connect but get the following warning message: "Failed to download capabilities: Download of capabilities failed: SSL handshake failed." I have a feeling this is an issue with authentication so I sent a message to the owner of the data and they said that their service is only supported by TLS 1.2 Standard and that I should
reach out to QGIS's tech support an inquire if their product supports TLS 1.2 and if so, how to configure you client to read the protocol.
